TERMS OF PARTICIPATION FOR THE PROMPT ROYALE AWARD 2026
The Government Technology Agency of Singapore (the “Organiser” or “GovTech”) is the organiser of the Prompt Royale Award
20252026 ("Competition"). By participating in the Competition: (1) you agree to be bound by the following Terms of Participation; (2) you represent and warrant that you have met the eligibility criteria set out under these Terms of Participation; and (3) you consent to the collection and use by the Organiser of your information for the purposes stipulated herein, including for publicity and marketing purposes.
Eligibility
The Competition is open for registration from
1 July 202529 June 2026, 1200 hours (GMT+8) to15 August 20251 September 2026, 1200 hours (GMT+8) (“Registration Period”). The Competition is only open to public officers who are residents in Singapore and in current employment with a Singapore public sector agency (public servants and civil servants), and who will remain resident in Singapore and employed by a Singapore public sector agency throughout the Competition period (“Eligible Participants”).
Employees belonging to, working for, or under Empower of GovTech at any point during the Registration Period are not eligible to participate in the Competition.
Participation
To participate in the Competition, Eligible Participants must:
(a) Meet the requirements set out in Clause 2;
(b) Be at least 18 years of age at the time of registration;
(c) Register their interest using their work email address during the Registration Period by signing up on the designated registration page;
(d) Provide true, accurate and complete information at the point of registration. The Organiser reserves the right to disqualify any participant who provides inaccurate or misleading information.
An acknowledgement of successful registration will be sent to the work email address used by the Eligible Participant within 7 working days of registration. Registration constitutes acceptance of these Terms of Participation as may be amended from time to time.
The Organiser is not responsible for any delays or failures arising from the participant’s internet or mobile connectivity, nor any technical issues encountered during registration.
Judging and Prizes
Submissions will be evaluated by judges appointed by the Organiser and/or relevant public sector agencies. Judging will be based on factors such as creativity, clarity, impact, and alignment with the spirit of the Competition. The Organiser reserves the right to modify judging criteria without prior notice.
Finalists will be selected based on merit at the sole and absolute discretion of the judges. Only finalists will be eligible for prizes. Finalists must attend the in-person finale event on
135 November20252026. Failure to attend without valid reason may result in disqualification and forfeiture of prizes.
Prize tiers are as follows:
Champion: $2,000 eVoucher shared between two eligible officers
1st Runner-Up: $1,500 eVoucher shared between two eligible officers
2nd Runner-Up: $1,000 eVoucher shared between two eligible officers
OtherSemi finalists: $50200 eVouchereachper eligible officer
Prizes are non-transferable and may be replaced with items of similar value at the sole discretion of the Organiser.
Intellectual Property
Each participant represents and warrants that their submission is their original work and does not infringe the intellectual property rights of any third party.
Nothing in these Terms of Participation shall transfer ownership of any intellectual property belonging to the Organiser or any third-party data provider to the participant.
By participating, each participant grants, and shall cause to be granted, to the Organiser, the Government of Singapore (including ministries, departments, and organs of state) and statutory boards, and their licensees an irrevocable, perpetual, royalty-free, non-exclusive, worldwide licence to use, modify, reproduce, display, broadcast, summarise and communicate their submissions in any format for publicity, educational, or any other purposes.
Participants also irrevocably and unconditionally waive all existing and future moral rights in relation to their submissions wherever in the world (including the right of identification), to the extent permitted by law. Such waiver shall survive the termination of these Terms of Participation, and is granted for the benefit of the Organiser, the Government (including its ministries, departments, and organs of state) and statutory boards and their licensees , assigns and successors in title.
Publicity
Participants consent to participate in publicity activities organised in relation to the Competition without compensation or payment. This includes the use of their names, likenesses, and submissions in media releases, websites, social channels, and newsletters. Participants further consent to the use and disclosure of their personal data (including any photographs, motion pictures, recordings or any other media records of the Participant at or during the Competition) for administering the Competition and for publicity purposes.

Liability and Indemnity
The Organiser shall not be liable for any loss (including any loss of chance), damage, cost, expense or injury arising from participation in or in connection with the Competition, including but not limited to any breakdown or malfunction in any computer system or equipment and any notice or submission which is misdirected or lost, except where such liability cannot be excluded by law.
Participants shall defend and indemnify the Organiser, the Government and statutory boards, any data providers and their officers, employees and agents against any claims, actions, liabilities, proceedings, costs, losses and damages arising from infringement or alleged infringement of intellectual property rights or breach of any of these Terms of Participation.
General Information
The Organiser may amend or cancel the Competition or these Terms of Participation at any time at its sole discretion without any advance notice. The Organiser reserves the right to determine at its sole and absolute discretion all matters arising out of or in connection with the Competition. The Organiser’s determination of all matters relating to the Competition shall be final and no correspondence will be entertained.
Save for the Government and statutory boards, a person who is not a party to these Terms of Participation shall have no right under the Contracts (Rights of Third Parties) Act to enforce any of these Terms of Participation.
These Terms of Participation shall be governed by the laws of Singapore. Any dispute shall be referred to and finally resolved by arbitration administered by the Singapore International Arbitration Centre (“SIAC”) in accordance with the Arbitration Rules of the SIAC ("SIAC Rules") for the time being in force, which rules are deemed to be incorporated by reference in this clause. The seat of the arbitration shall be Singapore. The Tribunal shall consist of one (1) arbitrator. The language of the arbitration shall be English.
All prizes are non-transferable and non-exchangeable for cash or other items.
